Elvira Loibl is universitair docent criminologie en strafrecht aan de Faculteit der Rechtsgeleerdheid van de Universiteit Maastricht. Ze behaalde haar graad in de rechten aan de Universiteit van Wenen en haar LL.M. in Forensics, Criminology and Law aan de Universiteit Maastricht. In 2019 verdedigde ze haar proefschrift getiteld ‘The Transnational Illegal Adoption Market: A Criminological Study of the German and Dutch Intercountry Adoption System’ waarin ze de criminogene zwakheden binnen het interlandelijke adoptiesysteem identificeerde en verklaarde die illegale adopties aanmoedigen en faciliteren. Haar studie wordt vaak aangehaald in onderzoeken en studies naar illegale interlandelijke adoptie.
