Aim
Should intercountry adoption continue and if so under what rules. How best to help victims of malpractice.
Project description or research methods
The panel collaborated with 3 Flemish university’s ( Antwerp, Ghent and Brussels) for partial reports in which the legal, historic, social, scientific, ethical and psychologic aspects of intercountry adoptions are investigated. These partial reports formed the basic for the discussions and recommandations.

Discussion and implications
Evaluation of the role of the governement in inter-country adoption. Informed consent of the first parents and adoptee. Focus on aftercare. Remedy the consequences of past malpractice in inter-country adoptions
